Kyoto for first-timers: beating the crowds in 2026

When to visit the big sights, how to get around without the overloaded buses, the new hotel tax, and a sample two-day plan.

Illustration for Kyoto

Kyoto has about 1,600 temples and some of Japan's most photographed sights. It also has serious crowding. Timing is everything.

Getting there

  • From Tokyo: about 2 hours 15 minutes by Nozomi shinkansen.
  • From Kansai Airport: the JR Haruka limited express, about 75–80 minutes.
  • From Osaka: under 15 minutes by shinkansen, or about 30 minutes by regular JR or Hankyu/Keihan trains.

Get around without the bus

Kyoto's city buses are often packed full, especially in spring and autumn. Use trains and walking where you can:

  • JR Nara line to Fushimi Inari.
  • Keihan line along the east side, for Gion and Kiyomizu-dera.
  • JR Sagano line to Arashiyama.
  • Subway north–south and east–west through the centre.
  • Taxis are worth it for short hops between temples with three or four people.

Go early or late

SightBest time
Fushimi Inari (red gates)Before 08:00. Open 24 hours, no entry fee.
Arashiyama bamboo groveBefore 08:00
Kiyomizu-deraAt opening, or the last hour before closing
Kinkaku-ji (Golden Pavilion)At opening on a weekday
GionEarly evening, but stay on public streets

Gion: rules to know

Some private lanes in Gion have banned tourists after complaints about people chasing geiko and maiko for photos. Signs mark them. Never photograph geiko or maiko without permission.

A two-day plan

  • Day 1: Fushimi Inari at dawn → Tofuku-ji → lunch near Kyoto Station → Kiyomizu-dera → walk through Sannenzaka and Ninenzaka → dinner in Pontocho.
  • Day 2: Arashiyama bamboo grove at dawn → Tenryu-ji → Okochi Sanso → train back → Kinkaku-ji → Nishiki Market late afternoon.

Money

  • Most temples charge ¥400–1,000 entry, cash only at many.
  • Kyoto's hotel tax rose in March 2026: ¥200–¥10,000 per person per night depending on room rate. Most mid-range stays pay ¥400 or ¥1,000. See 2026 travel fees.
  • Hotels cost the most in spring and autumn. Staying in Osaka and visiting Kyoto as a day trip can be much cheaper.
